This is very graphic. Later in the film it looks as if it might be people floating, not sure. Pay attention to the water level as it rises, see big buildings collapse. POWDERMAN.

No people are discernible.  A lot of floating debris though.  Very destructive.  At some point the videographer must have wondered if the very building which he is on would be underwater or toppled as is everything else.  The destructive power of water can be seen as it WIPES this area off of the face of the Earth.

I hope it wasn't people. I bet he was wondering how safe he was as those big buildings washed away, am I next?? POWDERMAN.
