I live out in the sticks and our little Polling place has the old paper ballots in every election I have had the privilege to vote. Thinking back to my Canadian west coast time, paper ballots were the norm as well.

Having more then two legit parties does allow somewhat more of a blend in the makeup of our Parliament, at least on paper. A No Confidence motion is only possible if you have a minority government as we have at present. We do have a panic button available if all hell breaks out which would be Her Majesty, Queen Elisabeth II disolve Parliament which she is empowered to do.
BTW I still think a representation by votes(%) would be the best system, similar as it is in the German Federal Republic now. A party would need to receive a minimum of a percentage of votes to be recognized and given seats. That minimum percentage keeps out the kooks.
As far as I know the US Constitution would not forbid such a make-up of Congress.
