6.5x55mm handloads

I've done some handloads of 6.5x55mm w/S&B F/L sized brass
CCI LR Primers;
Hornady 140gr. SP;
IMR 4320: from 40.5 to 42.0 grains powder.
COL 3.025".

My question is with this 3.025" COL (Swedish M38 carbine), I can hear the powder move in the cases. These are considered mild to medium loads, but should I dump these loads and/or seat the bullets deeper so that there's no room for the powder to move?  Is IMR4320 not a good powder to use for this bullet, or should I switch to IMR 4350 or H4831?
