How to you adjust a fixed sight single action revolver?

I just bought a new Heritage Rough Rider .22 for $170 out the door. I am very impressed with the cheap little thing. Put about 200 rounds through it this morning. At about 20 feet I was getting one ragged hole groups the size of a quarter with 3 different brands of ammo.  Unfortunatley the groups are consistently 1" low and 1.5" left of point of aim. The only hiccup was the base pin. It was drifting out just enough to jam the action up but after tightening the base pin latch down it stopped drifting. I have never had a fixed sighted single action before. Is there anything I can do besides kentucky windage to make it hit closer to point of aim?

Up is not a problem.  A file slowly taking off a little at a time and shooting the whole time  so you don't go too far.  I did this with my Walther P-1 years ago. 
Widening the rear sight will move the impact point.  Just take more off the right side.  I have not done this.  Filing on the frame scares me. 
There are many products to reblue the metal I think I used a pen type.

File for elevation, like mcwoodduck said.  The correct way to change windage would be to make a wood barrel block, put it in a vise, make a witness scribe, then slightly turn the barrel, although you are already pretty close, and I would be concerned about damaging the aluminum frame.  An easier option would be to slightly bend the front sight with a pair of padded vise grips.  I am assuming it is not a dove tailed front sight, if I remember right.  S/A's can be very grip sensitive.  You might try resting your thumb on the left recoil shield.  It might bring your groups to the right a little.

I wound up changing my grip as suggested and also the position of my finger on the trigger.  It moved point of impact impressively.

Being a new gun I should probably shoot some more before I make any permanent changes like filing sights. One thing I have noticed is that the rear sight notch seems pretty narrow. I have been thinking about opening it slightly.

Down and left could very well be do to grip and trigger control technique.   Be sure that just the pad of your trigger finger (above the first finger joint) is on the trigger.

I'm in the you need to shoot it lots more camp before making changes. I also believe 25yards would be a better sight in range.  :o also if you do decide to open up the rear sight do it only on the right side to move POI to the right. But I would shoot it a bunch before I did anything.
