I see this around Fairbanks, both black and White males. A few White Females, no black females dress like this, that I have seen. When we have one come into the Alaska Club (Gym, and fitness center) showing his underwear, everyone acts disgusted towards that person and makes it obvious.
Then we have the guy that fixes that problem. This guy is big, black, and one of the most intemidating persons you will ever meet. He teaches Racketball to the little kids. He spends every day at the Club Mon thru Fri working with youths, and is loved by the youth of Fairbanks. He also goes to the Elementary Schools, to talk about ways to exercise and stay fit. He will corner young men that are wearing the baggy pants, tatoos all over, spiked up hair, and dirty sayings on their Tee Shirts. He will put them against the wall, and read them the riot act, if they are black, about how they are making his race look stupid. No military TI was ever more intimidating. Then for both black and white youths he goes into what wearing your pants down like that is saying to the men in prison. That you are advertising you are free for the taking. And he will go on and on. Young women he will also intimidate and jack them up, out in the hallways or on the basket ball court, where ever he can corner them. These young people straighten themselves up, or they never come back to the Gym. He does not hide his rants either, he does it where the younger kids see and hear it. It makes a lasting impression on the little kids, not to act like that when they get bigger. I've watched this guy treat kids like this for 15 years now, eversince I remember seeing kids wearing their pants down showing their underwear. They don't do it around him.
