 Hi guys   If the forearm is still tight even with the screw out will it effect the accuracy even though i've floated the barrel

  Mine is 6 years old and the forearm is a little snug it never hurt my groups any.  Did you use the washer trick to float the barrel or another method?

It can, the definitive answer to forearm issues is, Does it shoot better with the forearm off?
 
Personally I relieve the hole in the forearm that the stud fits through and use a set screw in the bottom of the stud too keep the screw at the same depth.
