To solve this problem, and to keep the hogs off my feed blocks I hang them in a tree.
 
I use 3/16 cable and tie (wrap) a 14 inch of 1/2 rebar on one end (center of rebar),  I then take my portable drill and a long 3/8 bit and drill a hole length ways through the block, slide the cable through the block and secure to a tree limb about three feet off the ground.  The deer will still feed on the block but no more dog and hog problems. ::) ::) ::)

Everything and everybody pees in the woods - maybe not on the mineral lick though.  The deer smell urine (among other things) all the time.  They are olfactory oriented animals.  That is one of the reasons that "mock scrapes" work.  Human (and probably canine) urine can be used to generate a fake deer scrape or "freshen" an existing scrape.  I am no "expert" at this, but know it works.
