oil pipeline changes to increase oil/fuel prices?

I don't know all the details but reading the usual news feeds, the cahnges to pipelines in the US will cause oil prices to go up. The changes will unclog the bottlenecks in getting the oil to ports to go on the world market rather than refine it here and suppress domestic prices. A double whammy for the US.
 
The Canadian pipeline seemed to be under the same scenario. I don't have any idea of what will happen. No guess as I had thought all along it would ease domestic prices. It makes sence per the domestic consumption/priceing. ear
