I almost hate to say this because I hate when people say it. But it can also be a toe in the door so to speak. Who is it that opposes coni's on land? Dog guys or just plain anti's or have they just been illegal for year?
If you get the 110s approved and they turn out not to be the scurge of the world. People who were so hard set against them at first have maybe moved on or forget why they were so against coni's.
Sometime we forget that every 100 years there are all new people.  Prove your 110's aren't and issue then ask for more, say 160s like otherstates have.
