Since it is primarily carbon, black powder is extremely conductive. It doesn't build heat as electricity passes through it. The container it is in, however, might be another matter...
Funny thing about static cling in powder measures, the smokeless powders generate static and stick to the powder hopper. Black powder doesn't do that, and is actually easier to deal with than smokeless. I know the measure makers say you need to use their special measures for black but I have been using regular Redding measures for maybe 30 years now and they always work great. They just don't work with Fg - too coarse, so I use a Belding & Mull measure for that.
