Sorta. The "fuel" is not saltwater, it's hydrogen. The radiowaves excite the molecules and cause them to break apart. H ions grab each other to form H2 gas, which is the fuel. It combines with Oxygen, either in the air, or released in the reaction that produced H ions (or in this case, both) and releases energy in the form of heat (and water).
The problem is that you can't create radiowaves for free. Those waves that are breaking up the water into hydrogen were created by electricity that came from breaking up (probably) coal. It would have been more efficient to simply plug his engine into the wall jack and skip the middlemen. There is always inefficiency in a human "engine". Each step is a loss.
The first law of thermodynamics precludes you from transferring or manipulating energy in a way
gains any energy. While a cool trick, this is no exception to the law.
