Too me this is no different than a person wanting to hire a hit man to kill their spouse or another. Just because that hit man the person thinks they are hiring turns out to be an undercover agent does not create entrapment.

El Khalifi traveled to the Capitol on multiple occasions to conduct surveillance, choosing the spot where he would be dropped off to enter the building, the specific time for the attack and the methods to avoid attracting the attention of law enforcement.
El Khalifi , expressed motive, traveled to DC , tested a like device , wanted a bigger Bomb, and was fully intent on detonating. If all the evidence available was just what was presented in the article, I see motive and intent and no entrapment.
But as we all know not everything is cut and dry. I'm sure there is a lot more information we are not privy too.

IMHO ,
the guy should have been deported as soon as they found out he was illegal: (problem would have gone away, years worth of $$ saved on surveillance, unless of course they thought he was part of a network cell and they needed to gather intel)
