30 carbine, etc.?

Just cruising the deer regs about handgun hunting deer.  Regulations state that the case length should be over 1.16" and a bullet diameter of over .243.  30 Carbine has case length of 1.29 and a qualifying diamter, so why is it listed as an illegal cartridge for use in a handgun?  32-20 meets those same regulstions, but is listed as illegal.  I thought that you could fire rifle cartridges from handguns for deer in IN, just not in rifles.

I would guess that it is because of the round having too little energy for use on deer. One chart I looked at stated around 1000 ft. lbs. at the muzzle from a carbine, diminishing to 600 at 100 yards. From a handgun it would be much less.
