I think it would be hard for H&R to make them all the same as it only takes about 1 or 2 thousands of metal added or removed from the pivot on the underlug to go from a good fit to a bad fit. They would have to tighten up their manufacturing tolerances a bunch to achieve your request. As is, all they have to do is be "close" on the fit and then someone is doing a quick "factory fit" to make one barrel fit one frame. I would guess that they are making all of them "proud" in the pivot so all that needs done is a bit of metal relief and they are good to go. I think the reason for the inspection hole on the frame they added a few years back is to make the new frame fitting process a bit quicker (cheaper) for H&R.
