Your fore end stud is probably off center (not uncommon); sometimes just a tad of oblonging the hole to the offending side will help, but the chamfer for the head of the screw will still be off. Get it worked over until, with a longer screw, it lets the forearm assemble and function right, and consider if you need to relieve the chamfer too and/or epoxy (bed) the now loose side a bit.
Another approach is to glue skewer sticks in the forearm spacer holes and re-drill/fit it from the frame contact to forearm.
With this bit of work in mind, you might want to check out the 'pillar bedding' some have done, with great success IIRC.
