Peoria police received an anonymous tip regarding a couple with an unhealthy baby in their truck's camper in the parking lot of a McDonald's near 83rd Avenue and Thunderbird Road.
Officers responded to the scene and the 3-month-old boy was taken to a local hospital. Doctors told investigators that the child had a low heart rate, was dehydrated and malnourished, and appeared to be suffering from hypothermia.
The boy's parents were found to have outstanding felony warrants out of Apache County for child abuse. William John Knapman, 51, and Diana Rosemary Dieter, 21, were taken into custody.
Police said they were only booked on the outstanding warrants that stem from a 2011 case in which they are accused of abusing their other son, who is now 2-1/2 years old, and is based on the boy's malnourished condition.
The couple's parental rights were severed last June and that boy is currently in the custody of Child Protective Services.
The investigation is ongoing.
