My water dropped wheel weights read 25 BHN on the lbt tester. A pure lead ball pushed through my star sizer reads .451. The hard bullets come out .452. I'd like to try .453 bullets, think if I order a .452 diameter die the bullets will be .453?

All other things such as lead in taper being the same -yes. However measure the bullets. You might try shooting them as cast. You can tumble lube them with Lee liquid Alox.
