I think you should read that news article a bit more closely. I believe the AZ official wanted to put the situation behind him and try to satisfy sheriff Joe.
Now; I only skimmed quickly through the article and I saw references to "birth records"...but I saw no claim of a "birth certificate" having been included...
That ineffective "certificate of live birth' would also be part of "birth records" would it not ?
