I live in a county in Alabama that has about 125,000 people with 30,000 concealed carry permits, from what the sheriffs department told me. If 20% of the population is below 21, and maybe 5-10% are too old to keep a permit active, that is almost 1/3 of the county's adult population. In my county they issue a permit with your picture on it. One has to wait 10 days for them to see if you are a convicted felon, or there is no outstanding warrents or restraint orders on you. I'm carried guns in the open in downtown Birmingham when they have a gun show downtown.
Out in my county, a daylight store robbery began with a couple of thugs. A law abiding citizen stopped the robbery, and shot the back glass out of the getaway car and shot one of the perps in the leg. He wasn't charged, and was considered a hero. The perps had a laundry list of crimes.
Another guy's wife was taking a bank deposit to her bank at about 5:30 one winter and was threatened by two perps. She had her little 357 in hand with her bank bag. She shot and killed both of them. The county they were in was a minority controlled county. So the DA took her to court for excessive force. They won their case. Anyway, they moved out of that county. This was a few years ago. The thugs also had a laundry list of crimes, one guy was on parole.
That being said, we have some pretty good common sense judges, that don't like criminals.
