L.A. Considering ID Cards For Illegal Aliens The Los Angeles City Council recently voted to consider a proposal that would turn a library card into a form of ID that illegal-alien residents can use. The card under consideration would enable illegal aliens to open or access bank accounts and sign up for city services.
The ID card, which would not be considered the equivalent of a driver’s license for ID purposes, would be issued through city libraries and include user information and a photograph. The city would establish a joint venture with a private-sector company to set up banking services for illegal aliens, including direct deposit, ATM cards and domestic and international money transfers. Anyone able to prove L.A. residency would be eligible for the card, which is expected to cost $15 to $20 initially plus a monthly fee.
Other California cities have set up more broad-based ID cards for illegal aliens. San Francisco's card, for example, is considered an acceptable form of ID by most city banks, airlines and local businesses and contains medical emergency information.
Illegal aliens can currently obtain accounts at banks that accept foreign government-issued identification such as the Mexican Matricular Consular ID card. A Pew Institute study estimated that 300,000 people in Los Angeles do not currently have a bank account.
