How to read Wisconsin...

So, I've lived here my whole life, but I just don't get it. 
Wisconsin elected Walker for Governor.  Walker faced and beat a recall; the first time a Governor has ever done this.  This is all pretty recent.
 
Then Obama carries Wisconsin in the Presidential election and sends Tammy Baldwin to Congress.
 
How would someone interpret this?

Unfortunately the 47% became 52%. I really don't have much hope that we will turn this boat around before the falls... When there are more takers than contributors there is no way to go but down...
