It is worse than that.

Fraud that is detected is ignored since is is simply a tool designed to suck money out of the treasury and into the hands of a very specific group without regard to any actual effort to become involved in farming or ranching.

USDA was not convicted, did not loose a lawsuit.  They consented to being instructed to perform these payments which were designed by the Administration Lawyers.
