Help. H&R .243 not grouping.

HI guys, new to the forum.  Having an issue with a .243.  I have one that is sighted in and shoots great.  The second, not so much.  Went out last night and tried to sight it in.  1st round center of the target, rounds 2 and 3 are 6 inches high and to the left.  Did this consistently several times.  After an hour, I checked the forward grip screw, factory base, and rings and al were tight.  We then decided to go home.  Changed scopes from Nikon buckmaster to Cabela's premium Alaskan guide as possibly a scope issue.  Touqued each ring in an alternating pattern and not too tight.  This morning, tried it again.  At 100, one shot centered, rounds 2 & 3 are 5 inches to the right.  Repeated this issue twice.  It's going to be the gun, but any thoughts?  The gun has been sitting for several years, so I am currently powder solving and copper removing on the barrel.  It was extremely dirty.

Having read through the FAQ's on it several times, I'd start with taking the forearm off and see if that might be the issue, but others on here are more knowledgable and will provide better guidance.

Slow down on the cleaning and shoot it some, make sure the latch shelf and latch are DRY.  No solvent.  It will take a few rounds for the handi to settle down after a cleaning.

Think hard about storing them muzzle down to help prevent this.

I don't know if the 6 inch spread has been covered in the checklist, but I have started going through the rifle one thing at a time per items on the list.  Thanks so far.

Make sure you do the 'shake test'; ie, take off the forearm and see if the lockup is tight at the breech. Even go 'so far' as to use feeler gauges to check the breechface to standing breech. It has to be locking up tight to be repeatable before anything else.
