Time to revive the "Czar" term: Joe Biden, Gun Czar

At least we can say from some experience that Biden is about as well qualified for a Czar position as the other many Czars appointed by Obama. Maybe a tad underqualified though. Most of the Czars triggered such negative reaction that their work was rejected.
 
Biden may be a stealth-Czar because it seems like he can do anything and still trigger apathy. It seems to be his Jedi mind trick.
