I have a number cases that take the small pistol primer. Do these use magnum or standard primers and would the powder charge be the same as with the large primers?

Most loads I am aware of use standard primers in the 45 acp.  Always consult a reloading manual for specifics, but I cant see any normal load being negatively effected by using small primers as apposed to large; with both being standard, not magnum primers.

the small pistol brass was used for green ammo. Lead free bullets and primer mixture. they can be loaded just like large pistol brass using small standard primers. I load 45 on a progressive machine so they do nothing but cause me headaches and go in the scrap bucket.

I throw them in a can and when I get enough to make it worth while, I set up and make a run of them.  Normal small pistol primers and unique work fine.  I keep them separate and shoot them when brass recovery is questionable.  It doesn't hurt my feelings much when I loose them.
