Would 0.035 difference between chamber length and case length cause blown primers in a encore barrel.

35 thousandths  ( .035 as you typed it ) is a whole lot in headspace world. But .0035" (three and a half thousandths) is not too bad.

No. I have used brass in some wildcats that had necks that were that short and did not blow primers. If your blowing primers you eather have high presure or louse primer pockets. If your running high presure your brass should be sticking in the chamber and hard to eject.
