   The so-called “Obama phone” program, which subsidizes cell-phone service to low-income Americans, is about to come under new scrutiny from Congress.

The House Energy and Commerce Committee will hold hearings this month on the program officially known as Lifeline, as both Republicans and Democrats have expressed concern about the cost and fraudulent practices associated with the measure.

“The program has nearly tripled in size from $800 million in 2009 to $2.2 billion per year in 2012,” senior committee Republicans wrote last month in a letter to Democratic committee members, according to The Washington Post. “American taxpayers — and we as their elected representatives — need to know how much of this growth is because of waste, fraud and abuse.”

Lifeline, a 28-year-old program started during the Reagan administration, provides discounts on phone services for over 13 million low-income users. The program was expanded to include cell phone service during George W. Bush’s presidency.

Senate Republicans pushed an amendment to the budget resolution in March that called for ending the program, but the measure failed on a near-party line vote.

Earlier last month, House Energy Committee Democrats requested a hearing, and blamed the Bush administration for the much of the fraud that exists in the program, The Hill reported.

Democratic California Rep. Henry Waxman, the committee’s ranking member, along with other committee Democrats, said “universal access to communication services is a longstanding national policy goal,” but that expanding the service from landlines to cell phones during the Bush presidency “created new risks for waste, fraud, and abuse.”

The Obama administration admits that fraud is a concern, with the Federal Communications Commission saying it will save $400 million this year by cracking down on offenders, which has an income threshold and a limit of one phone per household.

The program was highlighted during last year’s presidential race when a video that went viral showed a woman praising the program as a reason to vote for President Barack Obama.

“Keep Obama in president, you know. He gave us a phone,” the women yelled in the video, which was viewed more than 8 million times.



The issue played into Republicans concerns that federal handouts have spiraled out of control and that government entitlements make people dependent on government.

“The president offers you free stuff, but his policies keep you poor,” GOP Sen. Rand Paul of Kentucky said in response to Obama’s State of the Union address. “For those who are struggling, we want to you to have something infinitely more valuable than a free phone.”

Concerning the Reagan/Bush/Obama phones, for those that truly need them it serves a more important role than the Blue Angels. The Blue Angels performances are fantastic to watch if you are a aircraft buff which I am but they serve no purpose except for recruiting which could be done in a much more efficient manner considering each performance costs over a half a million. Concerning their use by drug dealers they must not do much business since the free airtime amounts to a bit over eight minutes a day.

DEE. They gotta have dem phones. One woman said she had 8 of them, another 15, and they said they didn't know ANYBODY who had only one. Thats a LOT of free air time to look for a joba dontcha think?? This ridiculous waste of money has gone on way too long. The dems will go for it too, the elections over, the phones served their purpose, bought many many votes. POWDERMAN.  :o :o

I have little issue with this crowd. The definition of need sure tends to creep with time. I don't see a problem with revisiting a program every few years.


There is value in the Blue Angels. As there is value in the monuments on the mall in D.C., in Mt. Rushmore, in the Arizona Memorial, and countless other patriotic sites in the U.S. I have never been tempted to join the service after an air show. There are few things that elicit pride in this country like a demonstration of what this country is capable of when at its very best. The Blue Angels are one of those examples, and they come to you.

The obamaphones were nothing but vote buying that past 4 years, and it worked.
 
I'd be willing to bet that more than a few young men have watched the blue angels and said, I want to do that. They are a source of pride to America.

Not only do they have mutiple phones. They have Big screen TV's, Hud housing, Food stamps, and dont work.  Maybe this not working thing might just pay off.

liberal democrats and lefties are about keeping the blacks on the plantation, and keeping them enslaved to the Communist, um, Democrat Party.     It keeps their powerbase on a solid foundation.  I would like to see the House start defunding some of these programs.

Guzzijohn, my best friend is on SSD disability, and must live on $600 per month.   He is able to afford a phone through Verizon for $50 per month for unlimited talk, text, web.   If my friend on SSD can afford a cell phone, then all your libbydem colleagues can afford a phone.    Defund the Obamaphones, Bushphones, or whatever you choose to call them.  If they cannot afford it with their welfare check, they can get of their butt and go get a job. >:( >:(

I felt people should not be give stuff. They should work for what they have and if they don't work that is their problem not yours or mine. I think the law of nature should pertain to people as it does to wild life , the Strong and useful survive the weak and lazy do not.  All those lazy one being gone , works for me!

Typical. This shows what this president is up against. When Reagan did it, it was good. When Obama did it, it was bad. Simple hypocrisy. I don't personally have any grudges against Reaganphone recipients. THAT'S what the program is--- Obama only modernized the program, after all.
