Government uses any type of crisis to strip away individual rights, create more agencies, and spend more money. The Government had all the resources it needed to prevent 9/11, but didn't enforce the laws it already had. So the Government screwed up again. And they use it as an excuse to implement the Patriot Act and DHS. Most people when they screw up at work get fired, not rewarded.
