this will pass or fail strictly on the outcome of the full fiscal revenue it will generate.  The extra license costs were alluded to, but once there is some data to fully show how much money this will bring in to the DNR coffers, then you will see some action on it either way.
 
my best guess is that this will pass in the name of providing "more opportunities for more sportsmen".  No matter the reasoning or justification, I still think it is a good idea.  The same argument to "allow" AR-type rifles or handguns or whatever you want, can be used here.  As long as you follow the law, are safe, and are ethical, what should it matter the choice of harvesting you use.
Now, do I finally replace my 15 year old bow with a new one......or a cross-bow??     ::)
