Here is what Trump was talking about when he said Hannity was going to blow open the election systems on the 10th:
A woman who worked IT and was therefore helping with the voting systems witness massive fraud and was allowed to see it all when poll watchers were kicked out. She blows it open.

HERE IS THE PAGE IN THE OPERATORS MANUAL THAT SHOWS HOW WHAT THIS WOMAN SAID HAPPENS. The election software allows you to simply delete or add votes. It is right in the users manual, no hack needed.
This is what happens when you trust Democrats and don't even read their equipment users manuals. This is probably "classified". Dominion Voting Systems iis a Clinton Initiative affiliate and has Pelosi and othe demonicrat cognoscenti as major stock holders.

So...fox has plunged into the left hand swamp again!  I long ago suspected the computerized voting system as soon as it was introduced.  I suspected they were built to hack.  Those old Diebold voting machines would be more secure..

  Mechanical hookups are difficult to hack..so that had to be changed.  The excuse for introducing the hackable voting system, was given that we would get results quickly...on the very night of the election.

This is very TRUE, but they can usually trace it as well.  Let's see who is behind this, "IF" true.

Of course EVERYONE knows that this instruction manual is referring to SCANNING PAPER BALLOTS!!!  So you will need to get rid of the paper ballots as well, if you "hack" the system and remove a batch of scanned ballots...  NOT that this could not be done, but this is NOT ELECTRONIC VOTING.  Sorry TM7, close again.

At the recount, count the PAPER BALLOTS (like they did in Bush V Gore 2000) - and be sure to check for the secret watermark...

  Many cases there were, where people voted with the willy-nilly sent out "mail-in" ballots, and then voted in person also.

 Today a local fellow treated several of we veterans to breakfast.  In the discussion, one of the vets said that at a nearby voting place, when folks went to vote, they were Told they had voted already !  Actually what happened was that somebody voted in their place!
 
  Another, getting ready to go to Florida for the winter, claimed  he could have voted twice and got away with it.  Others in the same situation agreed, the only thing that stopped them, was truth, and a sense of honor.

First the OP was about SCANNING ballots which just makes an electronic "copy", not connecting to any one voter. 

As far as duplicate voting goes EVERY ballot has to have a recorded origin.  Either the envelope identifying the sender (voter) or the registration log at a polling place.  These names can be sorted and duplicates identified.  If it is substantial there is a problem - also the person is in some serious trouble with the law.  These are hard identifiable facts which can be proven beyond a doubt.  EACH VOTE (ballot) IS REGISTERED and can be checked.  This includes people who have died, moved etc.  If enough irregularity is identified they can have a re-vote.  That is how the system works.  So far I guess they have not identified enough, to use the US AG's words "substantial fraud" to call for a re-vote.  It may come to that and I will support that effort if warranted.
