dhs cancels border wall contracts and are going to conduct environmental research in areas where the wall has not been erected. These activities include biological, cultural, and natural resource surveys.

Pissing away government funds to "favored" environmental wacko (legitimized) groups with the purpose of stopping or slowing progress and increasing the cost of construction.
