FDR wanted in the war, but America was still lickin its wounds from WWI, and wouldn't stand for it.

Solution? Cut off Japans supply of oil, and provoke them to attack us. FDR knew Japan was gonna attack Pearl Harbor and kept it secret. FDR was a POS.
