For sure that is happening.  His mind is turning into mush. Its why his handlers don't want him speaking off the cuff. The only time he is allowed to speak freely is when a well thought out script is given to him by his handlers.  On the occasions where he does run at the mouth. he sounds like a buffoon, and at times lets the truth out.  99% of what they give him to say is nothing but lies.

I was a bit surprised by his coherency during the debate also. It certainly isn't what we see now.

  Watching the 3 min video..  Biden said that while the prime minister of India was sitting beside him.

  It was worth a huge laugh, to see how the Indian prime minister cocked his head and stared at poor old Joe..when he said that !      

   I guess the PM just couldn't believe that Biden admitted his crime so easily...he even risked a chuckle at Joe's expense..

As has been said before--Joe Biden is just as sharp right now as he ever was.  However, I also believe he is given pharmaceutical aid when the situation requires it.  There must be some serious downside to the use of whatever medication it is, or he forgets to take it most of the time.

Another possibility is that there might be a double who is shuffled in from time to time.
