With the importance of cleaning a new NEF rifle so it functions right.

What are your recommended steps; brands of solvents, oils, patches, equipment, etc.

I've found the latch area on the receiver and the ejector on the barrel needs the most attention. I use a penetrating oil to flush them out. I did this on my new 30-06, although it was suprisingly clean from the factory. I didn't do any cleaning to the barrel, I just shot it and got pretty good groups on the first box of ammo.

I just use normal cleaning patches and whipe everything down, use brake cleaner if needed, and oil very lightly with rem oil.  I remove the scope base, clean underneeth, blue loctite the base back down after making sure the screws aren't bottoming out in the barrel.  I then check the torque on the stock bolt into the reciever to be sure it's tight.  If there is a steel bar in the stock make sure it's tight after checking stock bolt torque.  Make sure recoil pad screws are snug and not stripped.  Check the alignment of the forend spacer with the receiver (wood forend) and make sure the two screws are snug.  I also make sure the top and back of the forend spacer isn't hitting the reciever and not letting the action close all of the way.  I inspect the crown and rifling for burs, will reinspect after shooting if I find any (had one bur on my 22lr sportser crown that took a few hundred rounds to shoot off...).  I also run over the entire barrel removing burs, slag, etc.  I also touch up the blueing (permablue) on any thin or unblued spots.  Select an o-ring to take to the range.  Locktite scope ring screws when installing scope.  Sand bag rifle and look down the bore and adjust the scope (bore sight).

I take a far amount of time to get to know my new friend before heading to the range.

Good strong advice scruffy!  I like  B&M brake cleaner..take the barrel off and hose it down..especially in the extractor area and don't be timid about it either!!!!  The cleaner is cheap...use it! I like it cause it drys "DRY' also....I use the heck out of it on an AR-15....gets down in all the crevices....makes it easy.. I lube with CLP

I agree... Electric brake cleaner, and 3 in 1 oil, has got those .308 shells flying over my shoulder....
While I'm at it, I bought said .308. Ordered regular barrel, this thing looks like I would envision a bull barrel... Pretty good shooter. The whole arrangement seems pretty short... I hunt so does anyone have experience hunting deer with this setup. Perhaps I shuold add one of those slip on recoil pads for length of pull (I'm 6'5")... Comments?

tscott..I have a 308 bull barrel and it shot pretty good (mine liked Black Hills ammo if ya don't reload) but I had trouble from the get go with the dang ejector on it...I tried everything... It got rediculous....Nothing more annoying than to sit at the range and shoot and then get up and run your cleaning rod down the barrel to knock out the empty....I finally sent it to a guy and had the barrel shorten to 14 inches and he put a muzzle brake on it too which brought it to a LEGAL length of 16-1/2 inches...(it's pretty slick looking little package & I'll send ya to another site to see it if ya want to just send me a PM)  I also had him do a chamber conversion to .307 Winchester (same dim's as the .308 but with a rimmed case) I have not shot this rifle yet but would bet the ejection problems are over!!! LOL I have loaded up some ammo but had to put my shooting and reloading on hold to take care of my mom down in Texas...I'm anxious but have to wait for right now...will post something when I do.....At 6'5" the extra lenght might help ya!!
