I have had that problem before and I'm having it as I write. Mine is a 30-30 barrel that I just got. I have 4 TC Contender frames and I kept switching to another frame until one would work. However, the proof is in the pudding when I actually try to fire it. The Encore frame has the same type of locking lugs as the Contender.
There are two things that will cause this problem.
#1 - On rimmed cases: The thickness of the rim can vary from brand to brand and it will not let the action close all the way.
#2 - Locking Lugs don't match up with the Frame locking area. This can be remedied by carefully honing the barrel locking lugs down until they fit under the frame lockup system.
If the locking lugs on the new barrel are not allowed to slip under the frame for a lock-up it will not be able to allow the firing pint to hit the primer. Or, if it only goes into battery slightly and it seems that the action is closed, you cannot cock and lock the hammer.
The above problem description explains why one barrel will work and the 405 will not.
As recently as last evening, I changed the frame on my barrel and then fired 15 primed (only a primer) cases and every one went off. Now, for the real test tomorrow, I will hold my breath. I was able to fire primed cases in the last frame, but I had to slam it closed and I think it was completely locking up.
I just finished loading 66 fire lapping loads for the barrel to test tomorrow.
I hope this helps you. If you don't feel comfortable honing the locking lugs yourself, any competent gunsmith can do it for you. I remember in the early 80s when this was a common problem.
If you send it back to Thompson, you should send the frame with it so that it can be matched. Now that would rub a sore on your butt, wouldn't it?
By the way, how was the recoil on the 405 that did go off?
