Load check - Help needed

I am reloading some 38 specials with some lead bullets that weigh 148 grains.  I am using Bullseye powder.  The local gunsmith (who shoots a lot of 38 rounds) said to use 3.5 grains of bullseye.  

Is this a safe load?  I see in the nosler book that the max load of 4.1 grains of bullseye with a 158 grain jacketed hollow point.  I can't however find any accurate data on 148 grain lead wad cutters.

Anyone with good load data to help is greatly appreciated.

Lee,s book, only place I found 148,s also says 2.8 gr. is max.
