Distances and Muzzle velocities

OK now, don't jump on me if my ignorance in rifle silhouette becomes apparent.  I am a handgun silhouette shooter of some ability, and am a match director at a small range in Oregon.  We run IHMSA sanction because that is what the rest of the state runs.  I have not shot 500 meter silhouettes with a rifle but have done it with my open sighted handgun.  We run two banks of full scale targets and one bank of half scale targets at 50, 100, 150, and 200 meters, as well as Small Bore and Field Pistol at our monthly matches.  I am considering other sanctioning options.

The first addition will be the sanctioning of lever action rifle, both center fire and rimfire.  It will be no problem to burn out a set of Small Bore Hunters Pistol targets, and the 40 yard target lines will be easy.

 I am also interested in a Highpower Rifle course at reduced distances.  The most we can get at our range is 250 meters.  I should be able to use full scale chickens at 200 meters, make 2/3 scale pigs for 200 meters, use 1/2 scale turkeys at 200 meters, and 1/2 scale rams at 250 meters.  I have a source for free 5/8" thick armor plate stock and have shooters who can cut and weld the targets.  

Would the targets (size, construction, and distance) be legal for NRA sanction?  I understand that the shooting limit is 2 1/2 minutes and therefore these matches would not be held at the same time as our handgun / lever action matches.  They would either be later in the day, or on a seperate day.  Also, what is normally considered acceptable for Muzzle Velocities for the 200 meter chickens?  In Handgun Silhouette, the maximum MV is generally 2500 - 2700 FPS for 1/2" thick T-1 Chickens at 50 yards.

I'm trying to do all I can to put shooters on the line, and it does not really concern me as to what they want to shoot.  I would like to provide them a venue.

Hi, Larry: Our club in central Arkansas is limited to 300 meters so our turkeys and rams are half size, half distance. Our matches are NRA sanctioned. I suppose our grand slam legs or long run records for those two animals might be considered "with an *" but we frankly haven't had that problem yet. You can hold very challenging and satisfying  matches with the scaled-down animals. Any legal (6mm and over, no magnums) rifle cartridge will take the 200 meter chicken with reduced velocity loads. I shoot the chickens and little turkeys with a 115 Speer at 2500 from a 7br. This is a fragile bullet unsuitable for the other two animals but it's great for the close ones. And you will only need one zero for the chicken, pig and turkey! Go for it, have fun and good luck.

This is a good information.   Are club will hopefully soon have a 300 yard range and would like to participate in the highpower silhoutte,  it is good to here that you can have sanctioned matches with scaled targets.
