Screw Glue?

I finally received my williams FP sight for the Buff Classic, removing the old williams sight took a bit of doing. Although I have a good set of machinists screw drivers, nothing was an exact fit, and I had to modify a cheapie to get a good fit.
The screws came out hard, and have a brown gluey substance on them. Is this some form of loc-tite? There is a little of this material left in the tapped holes, and I don't want to dig around the threads to remove it. Will what's left hold the screws in place, or should I add a little blue loc-tite to secure them?

Lighter fluid or similar cleanup and Blue loc-tite
