I worked in law enforcement for many years on the state
and local level and have never heard of someone being
successfully prosecuted for carrying something other than factory
loaded ammo. (Although it has been tried).
It is a fact that the MAINSTREAM American ammo makers
do not create HOT ammo. The last DECENT round to come
from one of these manufacturers was the "Black Talon" and
they caved in to the media hype and discontinued it.
under that name.
A company south of the border named AGUILA is doing
some interesting things, but no stats on effectiveness exist yet.
To answer your question, Wet (saturated totally)newsprint works
ok, but it gives only a basic Idea of how your round will act
upon impact.  It is difficult to simulate the effect of a bone
impact though.

I did not have the forsite to stash away a few boxes
of the Black Talon for future use myself.
I know I may sound a little like the Devils Advocate
in the posts about Factory vs Handloaded ammo
in this forum, But I have fired Literally tens of
thousands of rounds of the so called Defensive rounds
manufactured by most of the mainstream American
ammo companies. I evaluated it for several law enforcement
agencies and most of it is CRAP!! I simply cannot recommend
this stuff to some-one who may have to defend themself or
their families with it. (This is Handgun ammo I am refering to)

Also, If anyone here knows of a case that has been successfully
prosecuted on the facts of the ammo used, CIVIL or otherwise,
please post it here where we all can research it!
