Should the shellholder brand match the sizer die brand?

I just sized a new 32-20 case with a Hornady sizer die. I used a RCBS Rock Chucker with a RCBS shell holder for the 32-20.
The problem I see is that the step that I see from the die is about 1/8" off from the brand new step on the case.
I miked it and it is indeed 1/8" off.
Could it be the shell holder or do I have a defective sizer?

Get yourself a set of RCBS dies, or get a Hornady shellholder...
