Yes it is but not as bad as other places.  December. 21st is the shortest day, maybe 5 hours of sunlight.

We have so many mountains over here the actualy seeing of the sun is different all year long.

Homer basically faces the south and is quite open to whatever sun and daylight is available.  It isn't scrunched down among the mountains like Valdez, Seward, Moose Pass, Chignik or other coastal communities.  Course  it can  vary with the particular neighborhood and tree cover but Homer is MUCH better than a lot of other places for daylight. Nothing like a sunny snowy day out on the Spit or on the bluffs above the spit.  Now if you get a rainy cloudy spell it can be dark but like Dave says its pretty good compared to a lot of Alaska farther north.  Also when/ if you get good snow cover, it compensates for the reduced daylight by reflecting it around and making things much brighter.  The year 'round open waters of Kachemak Bay help in this regard as well.  It can be downright dazzling in February.
