sb1 vs sb2 action strength

Gentlemen,I have a question for you.Is there a difference in action strengths between the NEF shotgun models and there rifle models?I have an opportunaty to buy a 410 shot gun at a good price and I am wondering why NEF will not rebarrell the shot gun action to a rifle action.Is the action weaker?Or is there some law against it?

I think I have heard that the heat treat of the metal is different and therefore shotgun recievers cannot handle the chamber pressure of center fire rifle loads.
