Paper patching is nothing more than placing a paper jacket around the bullet as opposed to a copper one.  Simply stated, you take an under-sized bullet, wrap paper aound it twice, load and fire.  The advantage is that you can load a putty soft bullet at increased velocities without any leading since the bullet itself doesn't touch the barrel.  Also, you can taylor the thickness of the patch to make up for an oversize bore.
