WASHINGTON (AP)--U.S. troops stationed overseas could face a court martial for patronizing prostitutes under a new regulation drafted by the Pentagon.

The move is part of a Defense Department effort to lessen the possibility that troops will contribute to human trafficking in areas near their overseas bases by seeking the services of women forced into prostitution.

In recent years, "women and girls are being forced into prostitution for a clientele consisting largely of military services members, government contractors and international peacekeepers" in places like South Korea and the Balkans, Rep. Christopher Smith, R-N.J., said Tuesday at a Capitol Hill forum on Pentagon anti-trafficking efforts.

Defense officials have drafted an amendment to the manual on courts martial that would make it an offense for U.S. troops to use the services of prostitutes, said Charles Abell, a Pentagon undersecretary for personnel and readiness.

If approved, that would make it a military offense under the Uniform Code of Military Justice to have contact with a prostitute, Lt. Col. Ellen Krenke, an Abell spokeswoman said later. The draft rule is open to 60 days public comment after being published in the Federal Register, she said.

Officials also are developing a training program for troops and contractors, to be distributed in November. The program will explain trafficking, department policy on it and possible legal action against violators, Abell said in a written statement.

Additionally, the military is reviewing regulations and procedures for placing off-limits those businesses where such activities take place and working with Justice Department officials to tighten rules on contractor misconduct.

Gen. Leon J. LaPorte, commander of the 37,000 U.S. troops in South Korea, said another initiative started on the peninsula has been to "make on-base military life a more desirable experience, and attempt to diminish the seductive appeal of many of the less wholesome off-duty pursuits."

That effort includes offering expanded evening and weekend education programs, band concerts, late-night sports leagues and expanded chaplains' activities.

All new arrivals to duty in Korea are given prostitution and human trafficking awareness and the military is working with Korean law enforcement agencies, he said.

"In spite of all these efforts, we know that there are still some U.S. service members, Department of Defense civilians and contractor personnel who may continue to contact prostitutes and, thereby, be construed as supporting human trafficking," LaPorte said.

North Atlantic Treaty Organization officials in July outlined new guidelines adopted to ensure alliance peacekeepers don't encourage sex trafficking gangs by seeking the services of women forced into prostitution.

The rules follows accusations from human rights groups that NATO peacekeepers and civilian staff working for international organizations had fueled the growth of sexual slavery in the Balkans.

This is off topic but when I read support the troops I get mad. I am an 100% service connected disabled veteran, I have seen what is meant about support the troops.  For 18 years(1973-1990) the VA refused to grant disability when they had the records proving I had lost the muscle in my leg, broke my pelvis, and two fractures in my back. did  The army said I had a permanent code c profile-no prolonged sitting or standing no bending stooping or crawling.  The army said it was for life the VA says no disability.

It is a long story why I did not get a medical discharge in 1973 short -I got in trouble in the hospital and sent to my unit for punishment when my fine was paid I had one month until my normal ets date, battalion told me I could stay in another 9 months and get a medical discharge or I could get out on my normal ets date under honorable conditions and ALL YOU HAVE TO DO IS GO TO THE VA AND THEY WILL GIVE YOU YOUR DISABILITY.  I got out on my normal ets date and I have been denied disability, medical benifits and backpay for thirty years.

When I had surgery in 1990 and the surgery report said the satorious muscle had atrophied from being detached for a prolonged period of time. The VA refused back pay and disability for it they gave me 40% for loss of movement in the back 0 for backpay or loss of muscle. It took until 2002 to be granted any disability for loss of muscle that was afer the VA had granted me unemployability status no backpay and no increase in pay.


Look at all the soldiers from Viet Nam that died while trying to prove the rare cancer they had was the results of agent orange, or what about the gulf war syndrome.

As someone who has actually seen what they(either dem or rep)mean by support the troops.  The least hassle has come when the democrats have been in office.

Now the VA has refused medical benifits based on 4 ud screens that said I was taking hydromorphone.  I sent the VA papers from the American Pain Society that says 26% of a test group showed the same false positive as I did.  The VA says I can not get my rights back until I have an ud screen that shows no hydromorphone. The APS says an ud screen should not be used to detect hydromorphone due to the high rate of false positives.  The VA will only allow an ud screen. The VA refused to use an alternate test to verify the results of the ud screen.  I have liver disease and will end up dieing or needing a liver transplant if I do not get treated. The VA does not care, they have their budget.

The cuts in veterans benifits is clear to anyone who has to deal with the VA.  People who get their information from web pages or the local news do not know what they are talking about.

  I support any truly disabled vet, but I think your apparent anger may be misplaced.
   The VA has a budget and they have to do their best to make sure that the truly deserving may be served best.
   You may very well have been badly wronged, but the VA has only a finite amount of funds...
 
   My anger is greatest at those who would apply for financial help when they truly only want to "get what they can", rather than that they truly have needs.
   They are the ones that ruin it for others.

Snkirsch, this may sound impertinent, but did you try to get your comgresman involved in your VA troubles?  I guess I should assume that you must have tried that route, but you didn't mention it.

Any congressman worth his salt would at least do some inquiries on your behalf; after all that is what they are for.

I have contacted the President, my congressman, Sec of the VA Prinicipi and the individual members of the Veterans committee. They have said they are looking into all of my complaints.

I have tried finding a lawyer but it is next to  impossible to find one that deals with military problems.

In 1973 I slid 74' 8" down a blacktop road with an 106 jeep on me.  I spent the next two months in the hospital.  

The VA own laws says loss of muscle is 40% - my medical records stae an avulsion fracture of the illiac crest, the satorios muscle is attached to the illiac crest. The VA says no disability.

When I finally got some disability in 1990 it was for loss of movement in my back, the next disability they gave me was for skeletal condition and they would not address the loss of muscle.


It was not until 2002 that I was given the 40% for loss of muscle but I had already been declared unemployable so they did not increase disability or give backpay.

The phrase catch 22 comes from the military .

I can not get my medical back until I have an ud that does not show hydromorphone.
I can not take anud screen that does not show positive for hydromorphne
The VA has proof that one in four will show false positive for hydromorphone (49 out 186 tested by the American Pain Society) with an ud screen.
The APS says an ud screen should not be used to detect hydromorphone
The VA will not use any test but the ud screen'
The VA will only accept a test that is closely observed amd immediatly temperature checked by the VA staff in Minneapolis.
I asked  if I could get blood test in my home town that I paid for. the response was only  an ud screen that is observed by the staff of the VA hospital in Minneapolis

This is the way they actually support the troops.

  Not being inthe medical field, I am not sure as to the import of your statement about hydromorphone.
  Is it not possible for you to go to Minneapolis...how far is it from you?
  Such a trip may be well worth your while.

I am a single father of two teenage daughters and a foster parent to a 17 year-old problem child.  I have responsibilities and it takes a few days to get over a trip to the cities. If something would get accomplished I would go up there but not just to give them more evidence to use to deny treatment.
It is a two hour trip to the VA
I go to the VA and take an ud screen it will show hydromorphone
I drive home and the VA will use this to refuse treatment'

This is the way the injured troops are treated. I know another vet who blew out a disc in his back, the va has refused surgery until he quits smoking cigarettes. He was refused backpay and disability for viet nam stress syndrome he served two tours in Nam.  I met another gut who was dying of a rare cancer that is directly associated with agent orange. He had to prove he was even in Nam the military said his records had burned up in Maryland.
Nobody supports the troops it sounds good but visit a VA hospital and then see if you really believe support the troops.

Listen up Kirsch,you are the problem.If you want help join a Veterans Ass. and have their Rep. take on your case.It is my opinion that you have FUBAR'ed your condition and caused your SITCOM .Stand up ,put down what ever chemicals you are on and go to a Vet Organization ---or call them today.
