From one state to another state it has to go dealer to dealer. With in a state follow state law.

UPS and FEDEX for a hand gun, follow their rules. No Handguns by U.S. Mail.

The dealer should take care of arranging shipping. Depending on the Dealers involved there may be handling fees.

To ship a firearm you need a signed FFL from the buyer. You then go to UPS and show them what you are shipping and the signed FFL. Some states may require you the seller to use an FFL to ship but I do not know of any off hand. The ATF web site http://www.atf.treas.gov/firearms/faq/index.htm explains shipping of firearms.

ronsunni is correct. You can take it directly to the shipper (I used UPS last time) and you will need a copy of the receiver's FFL license in hand. You do not have to have an FFL ship it for you, which will save you $25 or so in processing fees.

If you have specific questions, call your local UPS depot. Some may "apply" the rules differently than others!

with one added note.... Many dealers are now REQUIRING, regardless of what the feds say that guns go from FFL to FFL. If the dealer will not receive it any other way you are out of luck and since it is their business and license on the line they are setting new rules.

Also it is my understanding that there a few states that have laws that are more restictive than the feds (california comes to mind) and dealers are required to follow the feds laws AND the STATES more restrictive laws.

Bottom line is that if you are lucky and the dealer is flexible you can go from individual to dealer (in another state) with a copy of signed FFL in your hand and shipping to the dealers address shown on the FFL.

Good luck in the last 6 months I have found it harder and harder to do business over the internet and have pretty much said forget it..

On this subject I made contact with BATF in DC by phone and via e-mail and asked this same question.

I got two different answers.

One said OK to ship without the FFL on shipping end and the other said MUST HAVE FFL on both ends.

Even BATF doesn't know. I used an FFL to ship rather than chance being in violation.

Ask yourself this question. Am I sure enough of the answers I'm getting saying no FFL required to ship to chance losing my right to own guns the rest of my life and to maybe spent time in prison or at best spent money to defend myself in court.

Based on your answer use an FFL to ship or not. Mine charges me nothing to ship for me and actually saves me money as he can use USPS whereas I can't and the cost to ship USPS is about half what UPS and FEDEX charges. Needless to say I ship only from FFL to FFL.

I agree with Graybeard, I've used a FFL on both ends just for peace of mind. If you go to the UPS website on shipping a handgun you'll find they have many requirements also.

Another thing to consider. BATF is being busted up real soon. The firearms and explosives part will become a part of the new Homeland Security Office and the rest will stay with Treasury.

Talk about added confusion and the freedom the Homeland Security Act is gonna give them? Whoa, don't even wanna think about it.
