Mdl 94 Safety

I was doing my range hrs the other day and encountered what appeared to be a new Win 94.  This particular rifle had a tang safety.  The gun would not fire.  I did inspect a cartridge  and there was no indication of a hit on the primer at all.  I did not have the opportunity to look at the gun though.   Do the new 94's have some type of additional "lock" or was this particular specimen malfunctioning?

The new 94s have a tang safety, but no other lock (other than the multiple safety features that it's had since Browning designed it).  Without seeing the shooter in action, and the rifle, it's hard to say if this was operator error or a mechanical problem.

I did not have the oportunity to see the attempt to fire it.  I am curious how it could be operator error.

This is the behaviour of the tang safety m94's if you pull the trigger with the tang safety engaged - you can still trip the trigger, and the the hammer drops  when you do, but it is blocked from contact with the firing pin.
