Opening choke on H&R Topper 410

Is it possible to open up a fixed Full choke .410 H&R Topper shotgun to make it a a Modified choke?  Is this a DYS type thing or something that should be done by a smith?

It's not really all that difficult but requires some fairly speciallized equipment that has little other use...  Probably best left to a qualified pro..
