Of the .22's I own, I'd give the nod to the CZ 452. Adjustable rear and front sights. For distances you mention, I like the hooded front sight.
The Trainer,Special and Lux models have a tangent rear sight and adjustable trigger from the factory. If mods are allowed, there is an inexpensive trigger spring kit available to further lighten the trigger. These rifles have a "big rifle" feel to them. For open sights I also like the "hogback" stock on these. Standard barrel is 24.5" but there is an Ultralux version with a 28.5" barrel.

You'll get many other opinions.

If you can find a good used Mossberg 44 or 42 with the original peep (aperture) sight, they are fantastic!  I have shot under 1 inch groups at 50 yards with those sights.  The front sights (if original) have multiple posts that you can change.

The CZ452 is also a good choice if you prefer a V style rear sight.

I have an older Marlin 81 DL that is very accurate.  Peep sights are available for these as well.

If you want to put out more money, look for an Anschutz 1400 series, or a Remington 541T, or Winchester 52 or 69A.

Well, of course there are many Anschutz models that would be right up there.  For something a little more "standard" and less pricey, you might want to consider a used Win 75, Rem 513T or 521T, the Mossy 144 already mentioned.
However, I'm now shooting a (used) Marlin 39AS with Williams receiver sights, and it's astounding!  I can match my bolt-action target rifles easily.  Trigger pull still needs some work, so it can only get better.

Without a scope they are ALL more accurate than the shooter's ability to shoot them. If you're restricted to iron sights but can use a peep sight get that and the longer the sight radius the more accurate the potential is.

I'm sure that everyone in going to have a different opinion here!!
The most accurate .22 I have ever fired is a Winchester model
67. I have fired quite a few finely tuned target rifles and they
still did not equal that old Winchester. I am almost sure that
Winchester under bored the barrels to .222 and made the grooves
deeper and this I think contributes to the accuracy of these rifles.
I have seen many of them in pawn shops in the last few years,
And I can almost assure you that the next one I see I will Buy.
if the bore is good, I don't really care what the outside looks like.

I agree that the accuracy is VERY dependent upon the shooters skills when shooting w/o a scope.  That being said I'll give a thumbs up to the CZ 452's as well.  The last postal match I ran showed that they are very good in the hands of a good shooter.  I don't own one myself yet, but I will.  I do have a Russian TOZ-78 and a Romanian Cugir single shot .22 (C&R) that are exceptional shooters with iron sights as well.
