Free-Float an M77/17?

I have a few questions pertaining to the bedding and action of the Ruger M77/17 All-Weather with laminated stock:  

1.  Would free-floating the barrel improve accuracy in a rimfire?  (Sorry if this sounds stupid.)

2.  Is it possible to free-float the barrel on an M77/17?

3.  If it is possible to free-float, what tools are required and what steps are necessary when you "do it yourself?"

4.  I noticed a black metal attatchment held in place by two hex bolts just under the intigrated scope-ring mount. :?   The attatchment is located on the immediate front of the action below the stockline under the barrel where it is held into the action; therefore it is hidden.  It has a V-notch cut into it and it is held in place by two hex bolts onto the front of the action (which also has been cut to mesh into the V-notch on the attatchment.).  What is it's major purpose?  I suspect it may contribute a sort of upward pressure against the barrel to help accuracy.  Is that so, or something else?  Remember, I found all this out because I just finished cleaning it and had removed the barrel/action from the stock.  Any answers are appreciated.  Thanks in advance.   Patriot

2. Yes

3. Something the size you want to enlarge the channel to and sandpaper, sand and check until it fits

4. Barrel clamp, holds barrel on to receiver
