Let me get this strait, I have a pardner 12 ga. I can use this in the barrel swap
program and get a muzzleloader barrel to fit the pardner receiver?
If so can I shoot lead balls or "ballets"?

Assuming that the pardner has a serial number that begins with N, that is what the website for NEF says. You would need to send the receiver to NEF to have the barrel fitted.
Projectiles would be the same as for the huntsman. Twist rates listed in the FAQ on the H&R/NEF centerfire forum.
